pow has a great buff for uss ships Gain +10% FP/AA/Evasion/Reload (up to +30%) for every USS unit in the fleet; if sortied with 3+ USS units, her first volley loads 85% faster, grants +12% FP/AA to all USS vanguards and +12% Aviation/AA to all USS backliners.
we're basically using like an american nagato
i'd say weakness here is submarines
u47 and 101 work well together, but u96, u81, u37, any two of those will give you an ideal submarine fleet
with what you have you can work with u47, 101 and i-13

Welp. I just pulled Vanguard out of my ass. Will that change my fleet layout at all?

it gives you options for some content, otherwise i don't really think so, but she can take prince of wales's slot in bossing for leveling purposes
with the ships you have, vanguard flag, howe and prince of wales backline with the same portland, helena, san diego front line is an excellent fleet for some bosses in operation siren
also if you don't need the air power you can bench essex, and run vanguard flag, prince of wales and enterprise, with the same portland, helena and san diego retrofit frontline
