Turn Mob fleet into boss fleet (CV)

We changed Uni into Aquila
- Aquila should be in preload mode
  Give all BBs except Riche and JB AP guns
  Give Noshi, Duca, Shima the Straight Line Torps
  And focus on Dev 30ing (mostly) HKR and FDG
