I actually don't see what Monarch does for you really. Better than Hood sure. But your primary goal should be to get Vangood into your fleet. As it is though you committed to bunnies. You can't run Monarch + Vangood because you'd have to break up the bunnies. You can't use the bunnies on mob either. If you break up the bunnies then you need to develop Enterprise to replace bad bunny. So now you have to raise two ships just to try to replace Hood with Monarch.

I think for combat data efficiency yes. You're in the EU vanguard phase right now. Might as well match that up with Saint Louis. When Vangood is ready then you can run Hood, Vangood, Perseus for Monarch xp or whoever additional you have such as Ark or Dommy.

Just because you develop a ship doesn't mean they are immediately useful either. It takes around 35 days to strengthen them to a point where they are definitively better than other ships.
