I used to check slaimusa when I tried to put all gears I had today

But you guys changed a bit so I'm kinda confused

if your boss fleet's vanguards are dying, giving minneapolis' rudder to san diego or helena might help

the thing is you don't have enough of the top gear for everyone, so we gotta mix and match who to give the top gear and who to give the slightly worse gear

in the case of helena and noshiro, helena has 2 main gun mounts, meaning she benefits more from good gun
noshiro only has 1 main gun mount, so she gets the slightly worse gear
