I wouldn't drop z23
but if you really wanted to, you could move Z23 to your second fleet and use San Diego in place of her in the first fleet
As your second fleet, Tosa (Flagship), Unicorn, Saratoga, Takao, London, Z23 should work well
the ones I crossed out in red is safe to scrap
the ones I crossed out in orange has a very niche use case so it's safe to scrap. it's easy to get another copy anyways

These 2 are UR retro so they cost a lot, and if you can afford retrofit item in shop. Im not recommend you do it now, maybe later when you can farm 12-4 for coins
