Minneapolis is a fantastic tank (first slot in the vanguard) and I still use her during the very late game, I would absolutely use her as your main tank
I'd also work on investing into Laffey, she's a strong DD and her retrofit is great too
Prinz Eugen is good for your stage in the game as well

I wouldn't worry about team comps for now since you're new, and start raising strong ships to help you till late game

and only for one piece of gear, it doesnt stack

for the latter, yes. for the former, it's her buffing her British compatriots

FDG takes a LOOOONG time to become useable
the pr1 ships can use coins for blueprints so they become useable significantly faster

It should be analyze there are many good gears to grab in protocore

yes, the pr3 and pr4 gears are really good
the pr1 and 2 gears can be gotten from the gear lab I believe so there are other methods of getting them later on

focus on levelling enterprise, vanguard, minneapolis, and portland
research Monarch from pr1
set your research focus to pr3 or pr4
From the event shop, get UR gear, gear boxes, and t3 research. If you cant grind the event stages go back to the regular worlds and grind there until you can
and that should get you set for a while

she has high evasion so it evens out roughly
as well, having her in the middle shields her from damage
thats why you want a tank (in this case, portland) at the front, because she takes the most damage and can survive the longest

not faction reliant per say, but the most bang for ur buck comes from using her with other iron blood ships
