what's the furthest you've gotten in the story? Retroing Unicorn and Portland would be a strong powerspike but only if you have the resources and can farm the coins.

Fleet 1
Hood/unicorn/repulse + takao/roon/yuudachi
Fleet 2
Lutzow/saratoga/tosa + portland/z23/emden

If this dont work then its probably best to grind c3 for more levels

I think you can push 9-1 with the ships you have - no need to go for 3-star (if that seems like it will be an issue). Then you can farm coins and levels more efficiently. But if you can pull off D1 with the above suggestion then there's no need to. Farming D1 will be similar to farming 9-1.

The event this time is 3 weeks so i would say you can afford to switch things around a bit. But yea the safest option is grinding C2/C3, even if it's not as efficient.
