i would put my best stuff in my best fleet

so first fleet second and so on go something like:
agir helena sanfran
kron baltimore seattle
anchorage helena meta azuma
noshiro shimakaze duca

I tried to put ships in their best position but i dont know about some ships like helmet, roon, abruzzi

you most of the time just go down the list really

your 1st and 3rd fleet is most investment backline

so you priotize that first

tank wise: agir > anchor > kron = azuma

noshiro is tank + torp buff

debuff wise: helena > helena meta
