out of the ships not in fleet enterprise v good, rikka good (if you have her auxes), emden is okay, Saratoga good if you refit, london good if refit, just off the top of my head, probably some more but I don't wanna tell you something's good when it's not lol

tosa's worth levelling with books since she has a crossfleet, for opsiren, it's not huge but it's something since game forces you to make 4 fleets somewhere in story

but since you have the slots, you may aswell put tosa in for an extra barrage sometimes

yeah enty should be levelled, put in your boss fleet, then not leave it for a very long time

Thing with portland is that I have to retrofit her and since I'm only lvl 51 getting the retrofit blueprints are quite a chellange
