to make her useable

she may be a dd but she has absurdly high effective hp compared to ca
pola is more of a durable damage dealer
on the long run
skills can be more relevant to tanking than hull class
for example, yuudachi retrofit is my lead tank in world 14
jeanne d' arc is a light cruiser but she is my off tank
they have damage reduction and shield skills which lets them take the tanking role
instead of using a ca, though ca tanks are still an option

z23 get her leveled, get to a map that has z1 and farm for her
z46 z1 z23 is actually a decent fleet
check medal exchange aside for z46, some purple and grey kms ships are in there
merit exchange there are some kms ships there too, as well as in core
it's not optimal use of medal/merit/core but it will speed you on you way to fill up that requirement
on pr1 can you work on roon?
