first reason will be lvl, second will be lack of D30 on Haky/PRake, third probally lack of ships
them i recommend u to work on get ships like Enty, Essex, Monarch, Kazagumo, Sandy lvled, also i trully recomends u to work on Cheshire and get her on D30 asap, cuz she will be ahuge deal on W13

well, u can work on something like

that will work for W12
remember that ships isnt the mostly important thing, its the gears, if ur gears are bad (and that dont mean that Gold = Gud) them even perfect fleets will fail

for W13 will be a bigger work to get done since i trully recomend u to get Ches D25 at least to it and get them all them at least on 120 for W13

for W13 try something like
