if you're lacking of ships to use in pvp, just use the highest ships/ships you want to get exp. win or lose, you get merits anyway that will accumulate over time which will enable you to buy bulins

jb/uvh/essex + portland/dd or util/madge
seyd/saratoga/healer + adalbert/dd or util/emden

with the current content you're in, you dont need intricate fleeting atm so climb content with this until you hit a wall:
-I put jb on boss since she's already high lvl and you might have a rough time in bosses. considering she's one of your highest lvld ships
-same goes for madge.
-healer can be shouhou since she's considerably levelled, or you can slot in percy when she's mlb+lvld, or volga if the fights dont warrant a main healer usage.
-dd or util mob is a free slot, so you can slot whoever you want to gain level.
