My suggestions:
Mob: UvH, Aquila, Perseus, Room, Helena, San Diego
BB: FdG, Bismarck, Warspite, Adalbert, Tashkent, Portland
CV: Shinano, Ark, Centaur, Noshiro, AMS, Takao
CV: Enty, GZ, Indy, Roon, Helmet, Mainz
Mob is just to level but it's so strong you will probably end up doing everything with it. When they reach 120 except for Perseus they get rotated out for other ships. You could of course work on levelling ships outside of OPS concurrently. I would probably want to replace Tashkent or AMS with Rikka if Rikka was same level but no need to rush. Alternatively maybe YKKZ to buff Shinano, Heinrich on BB and Adalbert to tank for Shinano.
