What you can do to slightly boost your damage is giving these to your backline

these for frontline

though remember, frontline only if you don't struggle with enemy aircraft

if your vanguard struggles to survive getting washing machines aka rudders to +13 would help too

as for guns, you should focus BB>CA>DD>CL

as for torps i heard that submarine torps have higher priority for +13 than surface torps so...
