Newbie here, I need help to plan for two synchronized fleets these are the ships I have, also Laffey, Unicorn, Queen Elizabeth and York. Which ships should go on which fleets?

Mobbing: Hood/Unicorn/Volga Kron/Javelin or Z23/London (once you retrofit her)
Boss: Warspite/Saratoga/Either Arkhan or Victorious Helena/ Kiev/Swiftshire (But if you have portland, use her in front position instead of either Swift or Helena)

Bought some packs when I started. Been grinding a lot, but still don't really know what I am doing.

SHIPS TO LEVEL:
- Portland: Good tank, and you need to retrofit her for the exam mission
- Unicorn: Primary healer. Volga's heal is more of a complimentary heal
The other ships I would recommend are already leveled up
SHIPS TO LOOK OUT FOR: - Independence: Great CVL post retrofit. In the core data shop, but I would get equipment first.
- Event ships: There's usually at least 1 really good event ship per event, so it's worth rolling in all events
OTHER MINOR NOTES: - Use ship copies to limit break. If you have a copy of a ship and that ship is already at max limit break, retire them (rare and above) or use them as enhancement fodder (commons only). There's no use for duplicate ships other than using them to cycle skins on the home page.
-- For Kron especially, use her dupes to finish her last limit break and save the UR bulins for the next UR.

Got some new ships, so I would like advice on who to replace in the setup above. Or rather which two optimally synchronized fleets should I focus on?
Can also choose between Enterprise or San Diego for who will work best with what I have above.

Get san Diego, you already have Hood and a dupe hood, no need to get yet another dupe hood
Plus Sandy is a really great AA carry for W12-13 after her retro
