Campaign have a different setups, specially for W12 and W13 and another for W14 ... so cannot be 100% general fleet, events have the point that they have special requeriments and specific ships ... so will be hard to build for them ...
but for now we can build fleet sfor this event and ur current W

You should raise Enterprise asap, she will carry you in every Boss fight
When you reach W12 W13 the 3 CV fleet is very important

oh - i should say, fleet 1 is my mob clear fleet, fleet 2 is my boss clear fleet (and warspite is a part of it, i just have her in the wrong fleet atm)

Kron and Volga its hard to explain, but volga have more DPS but Kron will be tank and have a real gud amount of DPS, and have a crossfleet, so imo she have a higher prio ...

My suggestion is (if you can raise these ships asap)
Mob:
Main- Rossiya(flag) - Taihou - Unicorn
VG- Portland - Z1(kai) - Z23(kai)
Boss:
Main- Warkai(flag) - Enterprise - Ark(kai)
VG- Kron - Kiev - Helena(kai)
Also if you can work on
PR1:
Monarch (combo with Warkai)
Saint Louis (Tanker-light armor killer)
PR2:
Kitakaze (T0 DD with ignore enemies armor type)
If you like can start with Azuma/FdG but they will take very long for developing
All the PR1 and PR2 ship blueprints can be obtain through Research and also can be purchased by discount COIN everyday
Bonus:
Raise Saratoga if you can for W12 W13 content
Raise Anshan (after those above) cuz she pretty solid
