Most of the "issues" are simply because the fleets aren't tailored towards the bosses, but to have nation fleets, and most nation fleets aren't that well suited to countering specific bosses.

Because that boss is a medium armor siren and the weakness to torps can be ignored for just whacking it harder with a CV fleet with AP rocket fighters or the AP BB fleet.

It's usually just a matter of checking which meta ships are available in dock, and then building off that.

Just to point out a few other solid ones you have that are really worth raising: Chise (preload CV, fantastic mobber), Akane (Solid flagship BB), Azusa (CA tank), Rikka (though only if you have all her specific items), Kiev (great DD gunboat)
