i would grab portland from the guild shop, or grab her for free by doing the easy exam missions (little red tab at the top of the home screen)

she's a very good tank and will last you quite a while

#

on top of that, grab unicorn. you'll need a dedicated healer sooner or later, and volga's heal is not main healer worthy

Guild Shop (Shop -> Munitions). you have to scroll along the bottom to find the guild shop menu since it's hidden during events

she's available through multiple avenues, as you could see by her wiki page https://azurlane.koumakan.jp/wiki/Unicorn, but the guild shop is the easiest way

a good chunk of it will be very replaceable, but it doesn't really matter that much early on. what world are you at?

In terms of some of the stuff you'll replace:

Eugen. Her only upside is that she's a meatshield. There's plenty of meatshields in the game that also deal better damage, including Kronshtadt from this event (get her if you can). If you don't end up getting kron, that's where portland comes in.
Chaser. Very meh, and Volga will probably take her spot

Another thing before I head out: Limit Break your ships. There's no reason to keep them at LB0, especially since they'll be bleeding exp gain if you don't
