What I originally had for mobbing fleet was Uni, Ari, Shouhou, Phoenix, Yuki, and Downes
since I don't have the privilege of owning Perseus, I needed to maximize healing within the fleet itself

but anyway, before you sort your fleet, you may want to remove your duplicate ships by using them as mlb material.

with that sorted, let's see here...
for mob, rather than carrying 3 healers, Uni and shouhou should be enough provided their level and healing skill level is high. You'll want a barrage BB to help clear enemies easier, so the candidates from here are either Nagato (for temporary flag because her FP is a bit low even for a mob flagship, but she has that IJN buff if you want to run full torp meme), Amagi, friedrich (yours is around dev 25 ish so it should be fine. it will become a problem if you put her in like, a BB AP fleet because she doesn't have MGM+ from dev 30).
tl;dr, barrage BB(Nagato/Amagi)-Unicorn-Shouhou, for backline mob. For future reference, if your Unicorn or shouhou level is higher, you can bring just one of them and swap the other for independence for even faster enemy clearing.

And backline is less the issue, and more the vanguard... No matter what I put in, they drop too often to my taste

should be fine for mobbing, but since your Nagato level is higher I would suggest to use her until you can fully raised Amagi.

Full torp meme should kill mobs easier provided they can give good damage.
If you don't want full torp meme because you don't have the tank (read: Noshiro and Ibuki) then I would suggest go gun-heavy VG with a good tank. Portland-Laffey-Belfast is your best pick for now since you may need Roon and Saint Louis for BB AP and HE respectively

Suck I know. You can use Jintsuu as a torp buffer, but she is a bit squishy.

Well, she is only heavy on the tank part, the gun part not so much. Chikuma is better but not by much.

Yep.
In terms of level no object though, the ships you can use for mob vanguard for your current dock are:
Torp meme: Ibuki or Yukikaze (only do this if you're sure her skill procs most of the time)-Jintsuukai (for torp buffing) or poikai-Shima. Technically you can slip Abruzzi in either Shima or Poikai's position but you may as well run her in the fleet where you plan to put Veneto in.
General use for Survivability: Portland or Chikuma or Minneapolis-Laffey or Montpelier or Sandy-Belfast or Sandy or Abruzzi.

Tho to be fair Abruzzi isn't exactly a gunboat in terms of general use (she is more of a torp meme), so you can swap her for someone like Jannu for more survivability

level 90-100 with the good gear can carry you through C4 just fine.
and yes, either the right vanguard slot (rear) or center/middle slot if you have better off-tanker
