Actually any vanguard is fine it just needs a tank, the main selling point is richielieu/uvh/warspite

For your CV fleet i guess you can do is
Indep/(preload)aquilla/ark royal + roon/Sirius/shimakaze since you dont got alot of cv options

Your 3rd fleet can just be mixed for now like monarch/akagi/kaga + adalbert/shimakaze/yuudachi
Your 4th fleet you can just use anyone that you need lvling with + a healer
