sams 's suggestion of tirpitz uni lusty pheonix london cleve, was solid. I do fundamentally disagree with tirpitz and rossiya being even, but you also have only one gold bullin so adding extra SSR's is something im trying to avoid
Ultimatly i suggest replacing Sara with Masa in the 1st fleet, and make 2nd fleet tirpitz uni sara pheonix london cleve for now
rationale on moving sara: you dont have bullins for leveling lusty right now, im aware you wont be using wales buff to the fullest but massa still has high value in this fleet
rationale on not taking rossiya: you dont have enough gold bullins for the ships you do have, swapping in ne ones is something i would avoid, I still prefer rossiya over tirpitz

im in disagreement with @icy hinge on rossiya being only as good as tirpitz, tirp is quite franky worse even with her conditions met, but you just dont have the bullins to bring in too many SSR's right now
so grind or save them, its really up to you

disclaimer on an shan vs cleveland. cleveland is balanced and works well in any content even early on. and will work a little better in terms of anti-air
my selection of an shan is one made based on her future value, her retrofit is simply one of the best in the game
both are pretty safe investments as they do different and important things, you can do cleveland over an shan if youre more worried about immediate performance

if they were easy to get i wouldnt have avoided Sirius, Rossiya and Lusty.
event stage B2 has Saratoga as a drop, as well as some useful plane drops, B3 has chappy as a possible drop but less useful gear drops.
I would balance event farming around these two stages, since better planes and sara dupes have good value to you atm
