Well, generally (ie. it is really up to you) you could:

1 mob fleet
BB fleet with HE guns
BB fleet with AP guns
CV fleet
The BB fleets are up to you, as you totally can just swap guns but I am too lazy myself

I personally run my mob fleet with some lower levelled ships just to gain a little bit of EXP, but that's up to you. If the fleet can go on and on without rest, it'll work in OpSi

What I provide here are just examples (and for when you have four fleets), and someone with more time and patience can probably build better. Anyway:
Mob: Gascogne, Jean Bart, Perseus / Yukikaze, (free space), Neptune
BB (HE) Richelieu, Duke of York, Georgia / Azuma, Bremerton, Seattle
BB (AP) Monarch, Howe, Warspite / Portland, Kitakaze, Helena
CV: Enterprise, Centaur, Ark Royal* / Roon, Sirius, San Diego
*make sure to raise Ark, she's pretty good with converging torpedo bombers
Sub: U-81, U-47, U-101
Other thoughts, what I'd do: Raise Yuudachi (retrofit), Independence (retroed already, good) , An Shan (retrofit), Chang Chun (retrofit),
Get UvH to max limit break. Get FdG to dev 30. I wouldn't use either until those are done. They are literally lacking a main gun mount, losing one third of their damage

As for that you have two fleets - I'm sure you can build something good for when you do the four chapters of the OpSi main story, you'll be fine

Richy and Georgia in the same fleet is meh

Run spite in the HE fleet and georgia in the AP fleet

You can also run JB in the richy fleet and forgo doy entirely
