Well my fleet 1 wipes too often, 2 is just for small battles, 4 is ok in mov fights, 3 may be the strongest one I have, but can’t boss very well

tbh it seems like you have a lot of ships to raise yet and just throwing whatever is level in opsi and it's fine, just keep working on your ships and think about minmaxing opsi later. For now I'd say for opsi focus on Helena (for boss CV most likely), Monarch (boss BB), Riche (boss BB), jda (boss or mob, depends), Centaur (mob CV), Chise (mob CV), Sirius (boss CV, since I don't see Kazugumo)

Keep in mind, this might require a bunch of grinding to get them up in levels / limitbreaking / skills
Mobbing:
Richelieu / Chise / Unicorn or Shouhou + Yume Minami / Jeanne D'arc / Yuudachi
CV fleet:
Ark Royal, Centaur, Shoukaku + Portland / Sirius / Sandykai
BB fleet1
Hood until Monarch is fully developed / Warspite / Jean Bart + Saint Louis / Helena / Rikka

You need to limitbreak and level quite a bunch of SR ships still, forcing yourself to raise Shoukaku when you have a perfectly servicable Enterprise makes little sense

Their only use is to limitbreak UR ships. And as long as you don't have those, the UR Bulins are going to be polluting your dock sadly.

We don't know when the next UR ship gacha is coming, though we're promised 4 of them + Shinano rerun this year. So for those 5 you'd need the UR bulins

But first of all, don't buy the UR bulins from the shop until you actually need them. Better have the tokens which don't take up dockspace, over the bulins who do.
