Okkkk... This is a general rule of thumb for Vanguards

For DD. Go... Two Toolboxes cause DD wants health. You can go with Fire extinguisher if you lack toolboxes

For Cl and CA. Go Toolbox + Eva item. Eve Item includes Blue Camoflage and blue hydraulic. There are gold eva item but i dont think you have those

Ok on the AA guns. The go to option is always Bofors. I think even twin bofors are a bit ok but quad is preferable. Be on the look out for them in your Depot or in Equipment Boxes

CA? Bofors. Cl? Bofors. BB? bofors. From purple to gold version of Bofors, you dont go wrong

Oof. Well, only DDs and certain Cl and CA have to worry about Torps so just be on the look out. The torps, yeah... We cant do anything about that

So yeah, level your skills (I find lvl 7 to be the okish range on skill) and level your equipment and things would be ok for 7-3.
