Alright, go ahead and post your current dock
Just so we're on the same page: how far are you on main campaign maps?

Me just started four days ago

Well, that's all good at the start. You can basically use anyone you want early game, and even into mid game as long as you equip them well.
Could you post your current fleet?
Portland is a low resource tank you can use
Alright, so, as a 1 fleet operation:
- I would put washington in the center. A good chunk of battleships want the flagship spot, and Ulrich can go off flag as long as your ammo during sorties is 0/5.
- more to come, it's taking a bit to type
And swap Helena to the middle slot so she gets protected
- I would do something Portland - Helena - London

She is more waifu than meta but if you like her she is perfectly useable
unfortunately atago kinda falls off pretty quickly, but you could throw her in a 2nd fleet at this stage if you want to
You will just end up finding less use for her later on, whereas for her resource cost Portland is v good
If you're going to use London then definitely prioritize retrofitting her asap
So
she acts as basically a glass cannon
Swaps torpedoes for DD gun secondary for good damage uptime
If you open up Portland/London's stat page
they have a "retrofit" tab
you invest resources into them to eventually bump them up a rarity
so portland becomes purple london becomes gold
DD guns are Destroyer guns, and they have better DPS than cruiser guns
not all ships have retrofits
URs dont have retrofits right now
There are a few ships that go from gold to UR though
like San Diego, Yuudachi, Warspite
Of those 3, Yuudachi's event item isnt currently in the shop

London's retrofit gives her the option to use DD guns in her secondary slot instead of torpedoes
which vastly increases her dps

in a retrofit the "modernization" node is the one that bumps the rarity up
and then the node after that is usually their retrofit skill
I'm pretty sure lower rarity retrofits dont necessarily follow that pattern, but Elite to SSR does
In terms of ships to keep an eye out to raise:
- Your starter destroyer, since there is a rookie exam mission where you need to retrofit them
- Unicorn/Shouhou: Eventually, you'll want to have 2 fleets, a mob fleet (where it battles all the enemies before the boss) and a boss fleet (you can deduce what it does). One of the main things you'll need for a mob fleet is a healer, and Unicorn/Shouhou are two commonly available ones.
- Event ships. There's usually at least one really good ship per event, so keep an eye out for new releases and such.
I would keep pulling on the event banner while its still here
Adalbert is a pretty good tank and outclasses portland
Madgeburg is pretty good at CL dps but she isnt top of the line or anything
You already have the UR so its kind of preference at this point
And the banner will eventually come back
San Diego is someone to look out for
She becomes a top of the line AA cruiser post-retrofit and is easily accessible now that her item is in the shop

good. keep pulling on the event banner and you'll maybe get her
3 pulls a day and then going ham on the last day of the event is usually the most efficient way
A dupe of the UR is pretty good for an early account tho
Cause you can use it to limit break her

Guild coins can be exchanged in the guild shop for alot of things

And they have passive buffs
In terms of you fleet I would just swap Atago for Portland and get her retro'd asap
London is more up to you because Z is a decent DD but probably more advices to level your starter
The new player missions give alot of rewards
Helena also has a retrofit
so it will take awhile to build them all up but
Helena is already one of the best boss-fleet cruisers in the game regardless of retrofit
so she isnt really as high priority
Early game progression is pretty easy though so it gives you awhile to prepare for the harder content later
Like MCP said Unicorn/Shouhou are extremely useful
