London, Warspite, Unicorn, Javelin, Ark Royal, Illustrious, Belfast, Hood, Sirius are general raise recs
QE is good in full HMS fleet
Black Prince, Curlew, Ajax/Achilles aren't as good but they're options to raise

What's the highest level I can do with these currently levelled ships? Cause higher the level the more XP right?

Since I rarely use HMS ships the backline is pretty underlevlled
