So from a quick glance, the most replaceable ships will be Hiyou META, Eugen, and Indy
First off, your roster should go just fine with 2 initial fleets. Just don't mind with the METAs yet unless you don't have someone better to be put on the fleet.
I'd definitely train up Portland. Good tank, and there are some missions that reward you for training her up anyway.
for clearing story, you'll want a mob fleet and a boss fleet.
a mob fleet kills all the weaker enemy/nodes, while the boss fleet kills the enemy flagship
this allows you to enter boss fights at max health, which will be helpful in the future when bosses get much tougher
dont level up bulins, use them to limit break your ships
but fighting all the weaker nodes with one fleet will deplete your ships' health, so you'll want a healer in your mob fleet
First fleet backline with Hood, Essex, and Lexington will be fine. YOu can form a temporary second fleet backline with Rodney, Hiryuu, and either repulse or Shouhou (I prefer the latter since she can heal @uneven pine
some easily accesible healers early game are unicorn and shouhou
they'll be useful to you throughout the whole game

I made the same mistake myself, but you can always recover fairly easily
For vanguard/front liners, Portland, Sandy and Laffey are good starters.
Technically you can use Eugen as a second fleet tank, but her damage is a little less, so you may want to swap her later.
Would Portland Sandy and Laffey combo work better for the boss fleet or the mob fleet?
you'll also want a tank for both of your fleets, portland and phoenix should be relatively easy to obtain for you
tank is the leftmost position, and it'll be taking the most damage so you'll want to use ships that can take a lot of damage
san diego is good once you're able to retrofit her, but it'll take a while so I'd hold off on using her for the time being
I'd say use Portland for boss fleet and if you can get her to drop, Phoenix for mob fleet
note that heavy cruisers don't have much evasion stat pre level 110
portland is somewhat of a exception, since she gets most of her bulk just from retrofitting
Phoenix's tanking ability comes from her skill that restores her health when it drops below a certain point, which is more suited to mob fleets since she can do that for multiple fights
uh, now we need to pick out some dps ships

phoenix should be in guild shop, which you can get to from the shop menu, ammunitions, and scroll to the left
She also drops from 4-1
Why is Lexington better than the META I currently have ?
hiyou meta takes a while to upgrade and she still kind of sucks even after you fully upgrade her, so I'd stick with lexington
for starters, Lex is a full fledged carrier with 3 plane slots, while Hiyou has just 2. Second, she's easier to level and raise.
I will say that if you get Saratoga, she'll replace Lex, just by virtue of having a retrofit

Saratoga also drops from 4-1, or if you don't mind spending some money (even just the $1 gem pack), you can get her that way

ive been also interested in getting south dakota from merit points, is she any good in battle?
south dakota is alright but not really that good when you compare her with other battleships that fulfill the same role as her
She's fine, but easily replaceable
A fine one with a tanking skill, but you can get someone better later.
Hood should be fine for now. We're actually about to have an event where we have a UR battleship, so save your cubes
if you have oklahoma or nevada, they can fulfill similar roles as south dakota, so it might be worth raising

I would swap lil sandy with san diego if I were to do that
for the time being, I would move laffey to the leftmost position on your first fleet,
swap portland with prinz eugen, and move eugen who's now on the first fleet to the rightmost position in your first fleet
destroyers are pretty tanky early game due to having high evasion, so there's the option of using another DD like kagerou in your second fleet
some common rarity ships like leander, cassin, downes, ranger, oklahoma, nevada, etc. are also pretty good for what they cost
uh I would put portland in the middle, and have kagerou tank

hiryuu works nicely when paired with souryuu
souryuu drops in 3-1, 3-2, and 3-3 13-4
I'd farm 3-2 if you want to grind for her, since 3-2 also has purple catapults and helldiver

awesome, oh and one more thing since i want to be f2p andy where is the best way to spend my free gems? the only place ive used them were to increase my dorm character capacity

uh yea gems are precious as f2p since they're premium currency
for dorm slots I'd recommend getting around 4 slots, save 500 gems to buy second floor which you'll unlock when you fully expand your dorm area
having an extra academy slot can be useful, but it'll eventually become less useful once you raised all the good ships, so this is kind of optional
the rest is usually spent on dock space
some prefer buying 5 dorm slots, but the fifth slot costs 800 gems and that's 40 extra dock space you'd lose

Top tip: if you're a lazy collector (like me
), you will need the extra dock space (you will clutter your docks fast once you get more limited SRs and Elites).
This is the problem in case you plan to keep all the new ships you have until you can max level them for fleet tech.
You can keep them for the memes after that, or retire for dock space. However, let's face it, one of your objectives in playing the game is waifu collection rite? as such, you will keep your fave girls even though they're not effective anymore in gameplay
Other than that, a 2nd dorm floor is a very viable option, especially if you're a die hard grinder.
good tip, from the looks of it i think i might go for 4 dorm space, 2nd floor and the rest will go to the extra dock space
Buy dock as needed imo
Dont splurge all at once on it 
You never know when they might finally release a bundle for discounted dock space
