I would say go for better EVA DD , but when I tried to use Javelin for pure EVA DD, it doesn't work because once she's hit, she's toast.

The recommended "standard" vanguard comp will be Tank+Helena+dps (with hedgehog).

Helena's mostly there for her debuff skill, so it's not that much of a problem as long as you can keep her survive until the end of the battle (or at least the last 10 seconds)

So for now it's Tank (CA/CB)+Helena+Shimakaze with Hedgehog.
