So for which items to scrap: since it's pretty early on, I would probably keep a good chunk of purple equipment. Grey equips are all safe to scrap, as well as most blues. I would take a look at this (https://azurlane.koumakan.jp/wiki/User:Thebombzen/Safe_To_Scrap_MK_II) for any purples

For actual fleets: you don't really have any BB's/BCs, but Hood is relatively easy to get from either the medal shop or from completing rookie missions.

For now, I would just do 1 fleet of:

Massachusetts (Flag), Zuikaku, Shoukaku: can swap Shou/Zui with Hiryuu and Souryuu

Portland - Montpellier - Minneapolis/Sirius
