Those are really good mob fleet, preload will help you clear mobs faster and Uni can heal your vanguard

If you're doing 8-1/8-2(boss is light armored) Richelieu is probably better at boss because she use HE gun

JdA is really good when your vanguard is dying and need tankiness(used mostly in mob)
Nagato is a really good barrage BB that barrage IJN ships(you can pair her with Taihou and another IJN CV) she also buff shimakaze and other IJN vanguard ships
Saratoga is a really good mob ship, she's a dive bomber specialist so clearing the screen with her bombs i s really good
not really sure about Sirius, she's usable ig
Illustrious is a really good AA CVL
Helena is one of the most used boss fleet ship because she can debuff enemy(they take more dmg)
Ark Royal is good even if not retrofitted but retrofitting her makes her really good
PoW buffs Eagle Union ships
SandyKai is a really really good AA carry that can also dish out good damage

Yes you can, I'd recommend put Rikka in the middle
