Richy, Howe, Percy are going to be the main focus along with ships that you already have at 100+ like minneapolis and sara

Prinz Heinrich, Rikka, Yume, Suzu are worth leveling after that as well

then we move into more standard ships like Intrepid, Zuikaku and Shoukaku

and considering that you oathed Zuikaku, you'll want to level up Shoukaku as a priority if you use Zui alot

well if you ever start using Zui and Shou more often, which you should especially with wanting more fleet options for opsiren etc, they are a wonderful pair to use on bossing
especially once you get nagato
