You don't really need to, I lethal cleared 13-4 back in the day with Dev 21 Georgia on the boss fleet and she did just fine

Georgia's barrage seems kinda weak

The efficiency at Dev 30 is awesome and all but she has great AA and murders anything as long as her barrage hits so she does just fine pre Dev 30

Georgia's barrage seems kinda weak
It's unreliable as it likes to miss on fast movers and it's not a guarantee trigger but it's an extremely powerful barrage

For W13 you definitely want the max AA you can manage, don’t sacrifice a slot for what amounts to a small FP boost

I don't have screenshots of the post battle results but IIRC my fleet was Georgia Dev 21, WarKai and Monarch (Dev 30) and she was either MVP or just shy of it
Probably her AA inflated the damage numbers but i remember being so impressed that I still run my only 457 on her

Yeah but back then I didn't have any idea what I was doing and had to reset the boss battle like 4 times each time just to get lucky enough for Taiho to not wipe out by entire backline as I only carried one CV on the entire fleet sortie so the planes hurted a lot

It not just acv alone
CV have far more greater aa compare to BB
To the extend that ship like essex can be consider a aa carry
Which her skill and strong fighter intercept
But cv is also bring less dmg compare to BB
So 1 bb+ 2 cv is most safed setup
But then u want ur BB to be strong with good aoe to fast clear mob and good boss dps
