Well, your best tank option aside from Phoenix is probably still going to be one of the Takao sisters, but I do recommend raising London and Helena as they are ships for the long run

Both play roughly the same. Takao has a 30% chance double gun dmg skill while Atago has an HE buffing skill.
Either way, you'll probably have a replacement option soon enough
