Portland - Main gun looks fine, auxes are bad, torp bulge wont help much except on specific bosses later on, but its fine as a semi poverty hp aux i guess
ideally you wanna give her auxes which give evasion though, like blue naval camo or blue rudder for pvoerty equips
aux gun and aa is bad too but whatever for now, aa doesnt matter until w12/13 and aux gun isnt a priority

3-2 has helldivers and steam catapults, 3-4 has toolkits, 4-2 has decent transitional destroyer, light cruiser, and heavy cruiser guns, 4-3 has decent transitional BB aux gun, tho i dont think you should farm only for gear, just push the highest world you can do.
and for now, focus on event. (get to b3 if you can it has toolkits, or c2 even better it has helldiver)
