Fusou meta at least is a BB with a barrage and CL secondaries so she'll be good for most of early and mid game

outside takao you're basically using your best options

Mob i'd go for:
Main: Richelieu (flag) Fusou Meta (Shouhou/Unicorn)
Vanguard: Jave/Z23* Naganami (Le Terrible)
*Z23 is a better ship overall but your Javelin's better leveled so it's fine if you wanna keep it that way. idk if i can sell Le Terrible yet but she's not awful at least
with the added caveat that your mob's gonna eventually stop being effective as you get into harder content

Portland into mob is gonna be helpful eventually, and Takao can fulfill bossing duties in her steed but it'll take a bit to get that situated
the problem kinda is there's not really high quality tanks available outside of events and PR

i'd lean towards sandy since you have a decent enough CV selection already but Enty's better than all but maybe Ark
Sandy needs retro but once she has that she's better than all the rest of your vanguard pool on DPS

and the rewards scale with chapter, so it's best to push through them as best you can. It's slow going at first but generally you can beat the hard mode below the highest campaign you can clear
so if you can clear chapter 6 you should be able to do hard mode chapter 5

events are tricky because you do wanna advance the content but also oil becomes a limited resource
when you're established it's not really an issue but when you start right before an event it's hard
