I didn't notice Fusou meta was only level 27 so yeah; at that point I'd say use Pennsylvania and consider replacing her when you get a better option

Also if you've seen people separating Helena and Unicorn from your original fleet, it's because Unicorn as a healer shines more in mob fights whereas Helena has a very boss-centric debuff skill so she's more suited to bosses.

If you're not at world 10 though; I'd not recommend focusing on two fleets though, focusing on one until then is better imo; saves quite a bit of time.

It's so early on so I don't think it matters so much, but yeah; that's what I'd note in the long run. Unicorn is best for mob fleets.
