First fleet is your carrier fleet

#

For enemies weak to carriers

#

Then BB1 is your anti light armor fleet

#

Against dds and cls mainly

#

BB2 is your anti med/heavy fleet
Against ca, bb, cv mainly

then last fleet is mobs

#

In opsi there are enemies that say "weak to shelling" or "takes reduced damage from airstrikes" so you choose your fleet based off that

Although when mobbing your mob fleet can handle minibosses majority of the time

And meta helena is more anti light armor
