Boss: Monarch Enty Essex Noshiro/Port Helena/Balti Sandy or Chesh Helena Balti/SF
Mobs: Indep Ryuuhou Aquila Tank Sandy/Chesh SaintLouis
The tank can be any of Noshiro/Port/Chesh, just depends what you chose for the boss fleet, Minneapolis is also a great option if you want to level her
In mobs, between Sandy and Chesh, depends which boss vanguard you chose
Helena/Balti and Balti/SF in the boss vanguards doesn't really matter which you chose, up to preference since all are very good options
And the Indep slot doesn't have to be Indep, Saratoga or Lexi can also fill that role

you can opt for Sara instead of Essex or Enty in the boss fleet as well

Shima is very good
it just goes along with Yuukai
about not being safer options
they are very much doable if you really really wanted to
Although thankfully w13 isn't the only content in the game so they get lots of use elsewhere
It's the nature of this game having tons of ships to use and level while them being different from one another and working better or worse in different areas

flag generally gets the most focus from the enemies
although BBs are tankier than CVs, besides Shinano

in w11 and w10 your flag definitely takes the most dmg and there's also burn dmg due to enemy BBs

altho most of those problems have fixed with a healer but still kinda something i worry abt
