I'd give Enty a barracuda instead of tenzan as well. Zero on uni is almost worthless, barracuda would also be better on her.

I'd give Sandy a toolbox instead of the autoloader, toolbox instead of second rudder on Portland, Fire Control Radar instead of second white shell on Hood, and FCR instead of autoloader on Tosa. Everything else there should be fine for poverty gear
