Anyways so
The problem is that that skill doesn't make up for Indianapolis stats
imagine the horror of calculating Laffey's average reload stat

When Portland has better evasion (which is a big deal on a CA) and doesn't rely on a 8% chance to have that

just rebuild the game's engine and load in enemies' attack patterns ez
In the fleet Indy + Porty it is better to put Indy as tank and Porty as offtank/mod with full dmg aux because Porty has 23 FP more and she gains buff from Indy
Not sure what the average amount of times a tank gets hit in a second is
really tho you could sample how often damage is taken by ships in general and then apply that figure over 10s to see how likely she is to reach maximum uptime on the skill during its cooldown duration.
In the fleet with indy+port it's better to remove indy and put london or something off tank because she just does more damage
you know what sucks? Port's dmg
Portland outright has better survivability
And you want the better survivability in the main tank position
Because if Indianapolis dies whatever you have in the middle becomes much more vulnerable

even if you account Fumo + fcr, proper gun CA still outdmg her by a mile
But Indy can survive even with Stearing + FCR 🤔
CN just assumes Pamiat will have 1/3 invulnerability which seems like just a guess
Also yeah Portland damage isn't worth buffing. Just use something that does more

You're on manual, correct?
A lot of things survive in manual. Most people asking for advice use auto, and Indianapolis's survivability is noticeably worse.
Port does dmg, but it's not even comparable to proper gun CAs
they might've also gone the other way round and compared Pamiat's practical application to how they know other ships do and then got the value for the invulnerability that way. There's a lot of ways to address this problem and the only obstacle really is the data collection to make it reasonable.

Not only manual. Everything except bosses are on auto
i.e. if she tanks as well as Roon or whatever what value of invulnerability would make that accurate
I suppose that would make more sense than beginning with and testing guesstimates
i don't find it hard so much as tedious, but i wouldn't say it's easy either
Should I do test on HelenaM right now? But I'm not sure I have no screenshoted results for Room, but it was something like 110K
I'm curious in figuring out how many hits taken per second reaches that 1/3 figure tho
Laffey's reload tho. you just gotta crunch the numbers and the variables affect each other and it's really gross
