I'm already seeing you're going to need to limit break your ships. And don't feel like you need to use something just because it's yellow. There are a lot of really good blue and purple ships, especially early game

Warspite should be in the middle, Eugen should be on the left instead of right, and you need a battleship/cruiser in the bottom fleet. I'd replace Long Island with Penny if you have her
Cleveland's your strongest tank right now, so she should be on the left as well

Yes, because one of a battleship's big jobs is killing bomb boats, and they can't do that effectively on one side. Left side of the vanguard takes the most damage, so you want your tank there; squishiest goes in the middle, where they're protected by each side.

I don't see a healer yet for a mob fleet, so I'd recommend getting Unicorn or Shouhou from the Guild Shop. Pick up Pennsylvania there as well, since you don't have a second battleship. Then I might run Souryuu/Pennsylvania/Unicorn/Cleveland/Z23/Yukikaze
Yukikaze could tank if she had a few more levels, so you could swap her and Cleveland

Sandy is really good late game, but lacks a lot of damage until her retrofit is finished.

Although you could probably replace Yukikaze or Cleveland with Sandy and still come out on top. Just know that her retrofit is the most expensive one in the game

Yup. The only thing truly missing is a healer, and Unicorn or Shouhou can fill that role, both of whom are in the guild shop

Click Elite Ship, and you can choose which ship you want of the options available. I wasn't aware of this shop until at least a month after I started due to the event going on
