So here's the plan

#

Get it to lvl 5 and get elite officer to lvl 3, if thats not an option upgrade sub torp (if flames is an option you are set)
Then at lvl 10 if "flames aggression" isnt one of the talents listed, DONT SPEND THE POINTS, and reset whenever you got a chance

If you cant reset thats fine, just dont spend the second point and hoard all future points until you can reset
