I'd honestly raise portland over eugen. Especially since you'll be struggling with gold bulins trying to limit break bremerton, enty and taihou.

You don't have too many options, but if you focus on leveling enty, taihou, brem and portland you should be able to handle most things. Tho try to get your hands on Nevada or Oklahoma as esdeath is saying. You're gonna want BB options

if there wasn’t a rookie quest with dank rewards for leveling and retrofitting your starter id just suggest running Portland Ingraham Bremerton, but the game insists you level laffey and Portland (and they’re good so you should anyway)

Cuz I think just port+laff+ing with enty+taihou+nevada/oklahoma/pennsylvania/any decent BB you can get your hands on should take you pretty far while you're gathering ships for a 2nd fleet.

Portland's skills are pretty inconsequential and her value comes from her base stats. Shouhou's heal and Laffey's skills are way more important

Basically, any ship you're using you want to retrofit. With the exception of yamashiro and fusou since their retrofits are downgrades

It's great that Rare and Elite ships are usable and even better in some cases than SR ships, most gachas have a clear qualitative difference between rarities
