You're pretty low on levels, and you need to limit break what you do have leveled, so that's not surprising.

Laffey/London/Portland is probably your best vanguard, and I'd go Enterprise, Shoukaku, Pennsylvania for main fleet

Phoenix is a surprisingly strong tank at all stages of the game as well, although she isn't the greatest at boss tanking in late game

Most vanguard ships will want a toolbox aside from your main boss tank, who will probably want dual evasion items eventually

How to get "x" META ship sync points for the meta ships:

Collect Ashen Coordinates . These are easily gotten from daily missions, resource boxes on any operation siren map (5/box on C1 maps, 10/box on C2-C5 maps, 15/box on C6 maps), or from killing bosses.
Upon getting 100 Ashen Coordinates, go to the "Ashes Showdown" tab, and click on the icon to begin your own META fight (Steps 1-2 can be repeated once more for a total of 2 summoned META fights daily. Your attempts have been exhausted if the 100/100 status bar on the top is grayed out.)
For your own META fights, you can click request support to get other people to help you finish the boss; the points you get from the fight remains the same no matter how much damage you do. You can also elect to finish it yourself; attempts also get cheaper the more you do (goes from 40 -> 30 -> 20 -> 10 oil per attempt). Each time you clear your own META boss, the boss will increase in level, up to level 15, with higher levels giving more sync points per clear.
In addition, you also have 3 assist battles daily for helping damage other people's META bosses, and this gives anywhere from 67-75 sync points on a level 15 boss based on how much damage you do. (Don't worry about not being able to get the maximum possible, you will easily get more than enough from your own clears.)
As long as you reach 25k sync points (doable in approx. a month of constantly following the instructions above) you will be able to max limit break your ship, and won't miss on anything other than fortification materials (which can be obtained from blue port shops in Operation Siren and are thus not limited).
