Portland, Helena and Javelin/Z23/Laffey can be a really good vanguard for a boss fleet, but you don't have the main fleet ships yet to make it worthwhile. Technically you could do Enterprise/Prince of Wales/Ranger, but that doesn't leave you much for a mob fleet. If you really want to do that, go Pennsylvania/Unicorn/ anyone else you want for main fleet, and Phoenix, Cleveland, Houston or Z23 for vanguard
