You should be able to farm Konigsberg and Karlsruhe pretty easily; get them to 30 and 2nd LB, and you'll get Leipzig, who's a pretty solid CL

Gold barracuda if you have it, otherwise not really. The only upgrade for the helldiver is a gold helldiver, and those are pretty expensive to make worthwhile.
