sirius is used as a CV buffer, scylla is just dps, with small cv buff when timed together
in endgame, lacking other UR buffer like z52 trafalgar etc, you won't even be using scylla
you'll still use sirius

Warspite doesn't need any. Bismark needs 2 and Soyuz may need 4. Currently I have 2 but I can buy from the shop and I'm about to get 1 from the level 100 in the pass

Basically, if possible, I may want to keep the duplicates, so I just use bulins

you're wasting precious resources and limiting your UR catchup progress
bear in mind you can only get up to 2.5 UR bulin per month
it takes roughly 2 months to fully limit break a single UR ship without duplicate. and there more than 20 UR in the game
