Assuming all have equal level, affinity, and gear etc., the best support fleet carriers are, in slightly decreasing order of strength: Fritz Rumey, Essex (Retrofit), Hwah Jah (Retrofit), Nakhimov (REQUIRES DEV 30), Indomitable, Implacable, Chen Hai (Retrofit), Illustrious, Illustrious µ, Little Illustrious, Independence (Unique Augment), Langley (Retrofit), Yorktown II. Slightly means slightly; it's ok to use a more accessible ship lower on the list.
