if that's what you have now I think you can just try to power through ch11 with DAL fleet
ch12 is actually easier to level stuff

yes it should do enough damage even with the penalty

they can probably manage even at 0 ammo on the bosses. i'd take unicorn instead of yoshino for healing, but that's about it

if you don't have enough damage you likely have a gear issue, in which case you can't afford to gear a second fleet anyway

when you reach ch12 you can probably raise a second fleet using Saratoga/Unicorn/Independence/Portland/Helena/Sandy
it's not just the enhancement level, it's also what you're actually using

definitely check that quick gear guide linked above, most importantly tohka and kurumi do not have any torpedoes, so the TRP aux gear does nothing for them, it's not great on the yamai sisters either, the anti-sub weapons are also pointless. don't think the main fleet ships need that hp gear, give that to the vanguard instead... the rest should be covered by the guide?

with the pieces you have now you should be able to manage ch11 after the gear is shuffled into the right places, maybe with some enhanced to +10
Kotori definitely wants a better gun which you should have based on progression
the guns and planes beside that aren't exactly the biggest disaster, the aux gear are a bigger problem
