I mean can give you suggestions on what to level

but what exactly your fleet should look like will depend on the content you're tackling

I'd put 3 bullins into Trafalgar and get her leveled up

if you have Essex's and Eldridge's retrofit items thet'd be good to get leveled as well

Aurora if you have her would another one, Scylla would also be a decent additon as well

I would also reccomend working to unlock more PR ships
